Normally we would have just elected a County Council for 4 years , but in this case it is for 5 years! To prevent voter fatigue I understand!

The reason that its 5 years is that it doesn’t clash with Welsh Assembly Elections in May 2016.

Surely it would be more economic to run the two elections together rather than separately. We have had a General Election and Local Elections together before and it has increased turnout.

You also get duplication of results. If for instance this was a General Election year, and a local election year. The Lib Dems would have been nearly wiped out completely.
They are the easiest example, but in the ineterest of democracy, running sequential elections give time for change, so that you have effective checks on power in various places. Such as Wrexham can check the power that goes on in Cardiff ( The Assembly)
