“A fine is a punishment because you have no control of what it is spent on” – mmmmm perplexing answer! No-one has control over what taxes are spent on, is tax a punishment?
“I would far rather use my money on my own enjoyment than to lose it to the government, be it WCBC, Welsh Assembly or Westminster” – Good comment! Why give away money needlessly.

Zinger, could you explain exactly now obtaining money (a false entity) actually is a punishment? Joan, how would you suggest that we stop people from purposely dropping litter and purposely refraining from picking up dog poo? I use the word purposely, as some litter is dropped accidentally and a dog may poo without being noticed when being exercised.
I hate litter but I believe that fining is an option. It might be a good idea if perpetrators were made to work with a refuse disposal team for a week picking up litter accidentally dropped by the binmen but who would monitor it?
As regards being a councillor, I wouldn’t take the job for a pension. They are in a no win situation.
Here is something to consider. When hanging was on the “statute books” when did it ever stop or deter “capital crimes”? Eventually the death sentence was abolished, the question more over should be asking is when is all the money generating for the council going to stop?

Indeed in some of my posts have said I do come across as having a rant, however on reading a few of owain glyndwr’s comments in posts I find inane & in some cases rather childish.
is a good example.
When it comes to reading between the lines of my posts by all means read into it how you want, but would rather you take at face value.
All am doing is passing on info that have come across, so don’t shoot the messenger!

Housing, as envisaged here, would be a disaster for Wrexham and merely reveals the lack of rounded thinking on this subject. My shop is in Bank Street, a mere 200 metres from the disaster that is Henblas Street. My Rates payable, on a small shop, are over £7000 a year, and I have to pay for refuse collection on top of that. If my unit, for example, was converted from Retail to Housing, the Rates would have to drop to perhaps £1000+, including Refuse collection. Rather than envisage that, why not merely slash the Rates on all of the units in close proximity, Henblas Street included, and give Enterprise a fighting chance. To convert to Housing, with the financial implications to the public purse thereof, is a foot-shooting exercise which will merely strip out Revenue from the public purse. Additionally, the Wrexham Local Government Plan 2013-2028 clearly explains the vital significance of retaining Enterprise in this crucial part of the town because if the town planners hole out the centre, the town will fracture to its overall disadvantage
I agree with your sentiment, but as the following post goes on there needs to be a consistent stream of jobs for people to have the wages to pay such “luxuary”. I do not have the new boxes.
I presently have a black bin,a green bin, a container for plastic and glass articles, and a bag for paper waste.
Last week the Council dropped off a further two gray containers for food waste. This idea for food waste was tried out a few years ago, but was later knocked in the head.
Now at more expense it is being brought back. Who comes up with these bright ideas?

Very good question. I agree dog fouling certainly is messy but from my origonal posting have informed I hope the message about fines before conviction are illegal & void. If you find yourself in a predicament over anything that someone is trying to give you a fine to pay, as you have no doubt by read what has been posted it is up to you what you do.
