    The Police Commissioner, Winston Roddick will be attending WCBC Partnership Scrutiny Committee at 6pm on 20/11/13. Councillors have been invited to submit questions to him.
    I am happy to put any questions readers/contributors of this thread wish me to put to the Commissioners. I will probably be restricted to no more than three questions. Post your questions here or email them to me at [email protected].
    Also feel free to attend the meeting it is open to the public.

    Hit the nail on the head here, this is where the ‘cuffing’ of the crimes comes into it.

    It was the Chief Finance Officer, Mark Owen, who stated the overspend was only 0.4% of the budget and not Councillors. There was a lengthy debate on how the Council could reduce the overspend which was quite well reported by Wrexham.com

    The Council always ‘claims’ that it is open and transparent and perhaps you could test that by giving notice you would like to attend the next meeting to ask a question or two on the budget. Personally I would have no objections but can I suggest you email the Chair, Councillor Steve Wilson.

    Interesting article! Ask the Police why Police are discourage to arrest but rather invite offenders to the station as voluntary attenders where they are then reported for summons. Is this process to reduce arrests and charge and thus reduce arrest figures? It just seems a slow and cumbersome way to do things…bureaucratic.

    In Response to Wxm #16, this is the reply I had from the Accounts Manager WCBC:

    During 2011/12, as part of a rolling programme of valuation of property,plant and equipment, a review was undertaken of the Council’s schools, youth clubs and other education properties. As a result a charge for impairment loss of £18m was made to Childrens and Education services. The impairment charge in 2012/13 was £4m.

    This is referred to in note 20 (b), page 19 of the Statement of Accounts.

    The point about the accounts is not what the audit committee do to confirm they are correct, but how they use the information from last year to make an effective and appropriate budget for the forthcoming year.

    Every Authority is required to submit Annual Accounts to the Wales Audit Office every September who either sign them or not as was the case with Carms & Pembs this year. The format of the accounts is even laid down in legislation and is comparable to the previous year. The Audit Committee is one the public and press should attend to see how well (or not) we scrutinise the accounts and other reports like Internal Audit reports.

    Yes, but there is a difference between reporting a crime and the Police not recording it. Lots of anecdotal evidence from security staff in shops that Police won’t deal with shoplifting under £20.
