I can’t help feeling that all Wales woes can’t be the fault of the UK Gov.
First The Betsi Cadwaladr debacle & now this. Someone, somewhere needs to take the blame & accept that they are in the wrong. Surely there are rules.

‘Revenue’ funding is money that we can use to spend on things like running schools and hospitals or helping businesses and charities that help people or look after our environment.
‘Capital’ funding is money we can use to spend on things like buildings, houses, roads, energy projects like wind turbines, new hospitals and schools.

“We stayed within our overall control total but the UK Government refused a switch between revenue and capital budgets, a process which has been agreed many times before.” ‌​‌​‌​​​‍‌​‌​​‌‌‌‍‌​‌‌​​‌​‍‌​‌‌‌​‌‌‍‌​‌‌‌‌​​ ‌​‌​‌​​​‍‌​‌​​‌‌‌‍‌​‌‌​​‌​‍‌​‌‌‌​‌‌‍‌​‌‌‌‌​​
