Plans for 25 new homes resubmitted after previous ‘village merger’ complaints

Housing plans a vacant site in Wrexham have been resubmitted – despite initial proposals being rejected last year.

In an outline application submitted to Wrexham Council it has been proposed that 25 houses are developed on land south of Berse Road in Caego.

The proposals are a resubmission of an application which despite initially being recommended for approval, were refused by councillors last September due to the development falling outside the settlement limit and being within a designated green barrier.

Concerns had also previously been raised by residents, community council and local member about the merging of villages, pressures on local infrastructure and existing issues on the main road.

However in the resubmitted documents it is noted that the ‘Wrexham Development Plan is progressing and the site conforms with the spatial strategy for development’.

Referencing the Local Development Plan, the application continues onto say: “The proposed development adheres to the objectives of the LDP Summary document.

“Not only will 25 dwellings contribute to the housing needs of a growing population in line with objective one, it will also help foster a mixed community through the provision of six affordable homes in line with objective two and provide an access for amenities by foot and public transport as outlined in objective nine.”

The report also continues onto address previous concerns, including pressure on local schools – with the supporting documents noting that a financial contribution would be made to the nearest school.

With regards to highways, the document states that the updated report “confirms that there are no highway safety concerns in relation to the proposed development.”

The proposals remain the same as the initial application and if approved the development would consist of 19 three bedroom homes and six, three bedroom ‘intermediate’ houses.

A total of 75 parking spaces would also be provided on the development site.

The supporting documents conclude: “This proposal is for the resubmission of the original outline application for residential development associated vehicular and pedestrian access on land south of Berse Road, Caego, Wrexham.

“Since the application’s refusal the Local Plan has progressed and the site still conforms with the spatial strategy for development. We have also considered more research into education provision and re-assessed whether there would be highways impacts. Both exercises have reconfirmed support for the development proposals.

“As demonstrated through this addendum, there is a need for housing sites within the Borough of Wrexham as the Local Authority cannot demonstrate a five-year housing land supply. The proposed development will provide a much needed supply of new homes, including affordable provision on a site that has been confirmed as sustainable and minimal impact on the Green Barrier.

“The proposal complies with both National and Local Planning Policy and the Committee Report demonstrated support for the proposals, recommending approval of the scheme.

“In light of the additional and updated information submitted and the Local Authority recommendation for approval of the previous application, the proposed development should be approved.”

The application is expected to be considered by Wrexham Council’s planning committee at a later date.
