As has been said earlier, the badge is the Councils [to use as they think best] the livery was ‘approved by NW Police’, the cars have G4S on the back, they aren’t the same colour as police / fire or ambulance vehicles, they don’t even have blue lights, the Council say they’re doing a good job- where’s the problem!
