Town centre pedestrian zones

Many drivers don’t seem to have noticed that traffic restrictions have changed in the town centre. There used to be signs prohibiting all vehicles at all times except loading and buses etc. But now on Chester st, Lambpit st, Queen st and Hope st motor vehicles are allowed after 5 pm. High st is still restricted at all times but isn’t enforced at night. Why?
