    “FORMER GROVES HIGH SCHOOL SITE
    The Lead Member for Policy, Finance, Performance and Governance submitted a report (HAED/30/14) to update Members on the negotiations on the disposal of the former Groves School site and to seek approval to revised terms.
    The Lead Member provided an update on developments to date and highlighted the options contained in the report before responding to Members’ questions.
    It was requested that reference to overage be included in respect of Option 1. The Lead Member agreed to amend the recommendation accordingly.”

    From page 19 on the Exe Board Minutes, looks like the site is being disposed of , wonder what is planned for it ? Should bring in some much need money to the Council.

    155 THE FORMER GROVES HIGH SCHOOL SITE

    The Lead Member for Policy, Finance, Performance and Governance submitted a report (HAED/15/14) to update Members on proposals for the future use of the former Groves High School site.

    In presenting the report the Lead Member referred to the considerable benefits arising from the proposal which would support elements of both the Council Plan and the One Wrexham Plan 2013 – 2024.

    The Head of Finance addressed Members in respect of the financial implications of the proposal.

    The Head of Corporate and Customer Services addressed Members in respect of potential legal issues in relation to the proposal.

    In discussing the report, reference was made to the issues raised at the Corporate Land and Buildings Working Group.

    RESOLVED – That the recommendations as outlined in report HAED/15/14 be agreed.

    Reason for decision

    To enable progress to be made on development of the former Groves School site and to bring the former Groves Park County School for Girls’ building back into productive use.

    Unless the Council have managed to leg the covenant on the land lifted which restricts the use to educational purpose then the best bet would be Coleg Cambria. The old Grove Park Girls , then Groves had a Charitable status listing as well but that was transferred to Rhosnessni.
    The removal of a covenant of this type is very expensive and could take years — there has been no reference anywhere to this having been applied for as it would surly generate an appeal from the solicitors and accounts who live in that vicinity.

    The real outside option was to secede from Wales using an obscure medieval opt out clause, align with England in Berwick Upon Tweed style, and then use Gove’s legislation for England to set up a town centre school based upon local choices.

    Watch this site the ‘official’ announcement will be made before 18th July if final agreements can be made between the Council and the other party. Previous legal issues now resolved.
