New “purpose built space” for playgroup in Marford set to be approved

Plans to build a “purpose built space” for a playgroup could be given the go ahead, despite concerns from the local community council.

In December 2021 Wrexham.com reported that an application to build a new modular building on Pant Lane, Marford had been submitted.

The proposed building, based on the existing grounds of the Marford Community Centre, would be used as a children’s playgroup.

It would house those existing playgroup users and provide improved facilities within, with applicants stating that the building would “deliver an attractive indoor learning and play environment together with access to outdoor play space.”

Plans for the building include a single classroom along with a kitchen, store, office, unisex and disabled toilets and a lobby.

Access to the development will be provided by a new footpath will be created on the site.

In a report due before councillors next Monday (4 July) the plans have been recommended for approval by the council’s head of planning.

However the application has been objected to by the local community council, which has raised concerns that the “granting of permission to the playgroup would restrict the community use by Marford.”

No further objections have been submitted against the development.

In his report, the head of planning and regulatory said the proposed structure of the building would “not negatively impact upon the character and appearance of the area or the visual amenities of the locality.”

He added: “As with the previous application, the community council has again raised an objection on the basis that the granting of permission for the building will restrict / limit use to the community as a whole.

“My advice remains the same in that it is a matter for the landowner / leaseholder as to how the site is used.

“The proposed building is to be used for the sole occupation of the day care operator and will not be open for use by the general public / community.

“The development will have no impact upon the current arrangements for use within the main community centre building, except that the current hours of use of the existing community centre by the playgroup may reduce as a result of the additional floor area provided by the new building.

“Again, this is at the discretion of the land owner / leaseholder, and the terms of any lease are not a relevant planning consideration for this application.

“I am satisfied that the proposed development will not have an adverse impact upon highway safety or the visual amenities of the area.

“The proposal accords with local planning policy and guidance, and I recommend accordingly.”

The report will be considered by members of the council’s planning committee at 4pm on Monday 4 July. The meeting will also be webcast to the public.
