    This not just an Education Department issue so it is very suprising that the Planning Committee Chair has picked on this development – if Cllr Morris was keeping an eye on all Section 106 agreements he would find that the whole system in Wrexham is a mess. The Council is regarded as one of the worst performing in Wales for a) collecting Section 106 and b) for not collecting from developers and then c) if it is collected they actually dont spend it .

    An FOI in 2016 that looked at this issue across a number of LAs showed failings — only Swansea Council at the time had a dedicated officer and between 2015/16 the officer secured just under £1m – not a bad return for a £40k job.
