Welsh Government Gets Crayons Out To Rate Schools

A new colour-coded system for schools in Wales has been released, with three of Wrexham’s schools being listed as in need of greatest improvement.

The new system replaces the school banding system, which was heavily criticised when it was introduced three years ago. The previous system ranked schools in bands between one – five, however the format was axed last year.

In Wrexham eight local schools (seven primary and one secondary) have been rated as Green – the highest standard possible, while three have been rated as Red, meaning a school is in greatest need of improvement.

The colour-coded categorisation was introduced in its place and divides schools into four ‘Support Categories’, which are Green, Yellow, Amber and Red. Categorisation shows the schools that need the most help and guidance to improve, those that are doing well but could be doing better and those that are highly effective and can help others.

The new system replaces secondary school banding and includes the Programme for Government commitment to introduce a primary school banding system. It will help make sure schools receive the help and support that they need to secure the very best outcomes for their pupils.

Green Support Schools are listed as: highly effective schools, have a track record in sustaining a high level of learner outcomes, demonstrate resilience at all levels and are challenge to move towards or sustain excellence.

A Yellow Supportive School is described as: an effective school, has good levels of learner outcomes in key performance indicators, understand and take action to address most areas needing improvement and many aspects of their performance are self-improving.

An Amber Support School covers: schools in need of improvement, do not know and understand all the areas in need of improvement, many aspects of their performance are not improving quickly enough, will recieved tailored challenge and intervention, *short term support and at risk of dropping to a red level of support if insufficient progress.

Finally a school in the Red category is noted as a school in need of greatest improvement; experiencing a decline in key aspects of their performance, will receive support, *statutory powers may be used by the LEA subject to intervention by LEA and regional consortium.

This new system is ‘not purely data-driven but also takes into account the quality of leadership and teaching and learning in our schools’.

The explanatory notes explains the system evaluates and assesses schools and places them in a support category by using: ‘a range of performance measures, a self-evaluation by the school on its capacity to improve in relation to leadership and teaching and learning an assessment of the school’s self-evaluation by challenge advisers in the regional consortia, agreed with the local authority’.
