Launch of Compulsory Licensing Scheme For Private Landlords

New laws are being introduced by the Welsh Government that will require private landlords to register and private landlords or their agents to obtain a licence to operate. 

The ‘Rent Smart Wales’ scheme which consists of new registration and licensing requirements was launched yesterday.

Licensing will be based on training. An individual or business will need to apply for one licence for all their rental properties in Wales.

The legislation means Wales will become the first country in the UK where managing landlords and agents will need to undertake training to ensure they are aware of their rights and responsibilities.

Cardiff Council, who currently operate the existing voluntary ‘Landlord Accreditation Wales’ scheme, will be the licensing authority for Rent Smart Wales on behalf of all local authorities.

Landlords who need to register, and landlords and agents who need to become licensed, will be able to register and apply for a licence from this date. They will have 12 months from 23rd November 2015 in which to comply with the new legislation. During this first year there will be a focus on raising awareness of the new requirements and encouraging compliance. After this time, landlords and agents found to be operating outside the system will be penalised by the local Council.

Wrexham’s Lead Member for Housing, Cllr Ian Roberts, has welcomed the scheme and said: “Renting from private landlords is an important housing option for many people. This scheme aims to promote good working practice in that sector, so that is good news, especially for all our private tenants. I would encourage any local landlords to register as soon as possible, once the scheme becomes active this autumn, and make the most of the training, information, and reputation benefits it offers.”
