I have had a response from Lesley Griffiths office which includes the following paragraph.


"The Betsi Cadwaladr Community Health Council (CHC) now has a period of up to six weeks to consider the proposals, including the proposals for neonatal services and, if agreement cannot be reached locally, refer to the Minister for a decision.
If you have not already done so, I would encourage you to discuss your concerns with the Community Health Council, the contact details are:

So it does seem that if the CHC do not agree it is deferred to the Health Minister.

It seems that Hywel Dda CHC have more guts than North Wales CHC and have referred their proposed changes to Lesley Griffiths.
