    When I am Queen of the World the person who parks opposite my driveway every day, will be the first in the cells.
    Seriously though parking on the pavement is a really inconvenient and inconsiderate. People with mobility issues or those pushing chairs and prams are forced into the road (endangering themselves reading about the standard of driving on the other thread).

    Due to current EU and British law on procurement contracts over a certain amount have to offered by tender to all. The Council are not allowed to discriminate even it is perceived to be positive. Also there are rules set down by the Welsh Assembly – a body inflicted on us by predominately Plaid voters – which demand councils and public sector to ensure they are achieving best value for money. This mostly consists of entering into joint procurement agreements with other local authorities to achieve the economy of scale.
    But then this is a Plaid spokesperson speaking for the Nationalist Socialist Party whose very nature is exclusive and divisive.

    Despite all experts telling her not to do it, Edwina Hart insisted on creating one health board in North Wales. She turned what had been an excellent hospital into part of a behemoth which continues to lumber to total disarray. Part of the agreement to become a single entity was that back office staff had job security for 10-15 years. This is why it’s almost impossible to get a non medical job at the hospital, they keep recycling all the duplicated staff. In some cases they are paying people to come to work and read the paper as they have no work.
    My sympathies are with the mainly dedicated medical staff who must be demoralised and as frustrated as we are. The Welsh Govt has so much to answer for, they have proved themselves inept and incompetent in all areas.

    The perceived benefit on using consultants for cost saving measures over employees is that the Council Officers will simply say cut everyone else’s department but keep mine well staffed that’s how to save money!
    it is assumed that departmental staff would be unwilling to suggest realistic staff rationalisations and redundancy in their own teams.
    Having worked at WCBC it is a fair statement to say that some Managers fight tooth and nail for their teams whereas others not so much.
    Of course as others have pointed out it seems barmy to go ahead with this whilst awaiting the outcome of the merger decision from Leighton Andrews. Regardless of the current tantrum that Mr Pritchard is throwing, the Labour govt in Cardiff will push through these mergers. Leighton Andrews has a reputation of being ruthless and making the unpopular decisions. If he hadn’t had been forced to resign as Minister for Education due to his own muppetry he would forged ahead with removing schools from local government control.
    The bottom line is that there are too many Councils in Wales employing too many people.

    A country with a population of barely 3 million does not need 22 local government bodies to administer it. It doesn’t even need an Assembly which has brought Wales nothing but hurt. That being said if the concern is delivery of local services at a local level why don’t they rationalise the management structures and back office roles. Before bricks are thrown, I am a local govt officer in a back office role. In the big city Councils which have populations approaching that of Wales, have one Head of Education we have 22.
    Thanks to the over burden of local government and the heavily over stocked NHS we have a GDP in Wales of approaching 75% public sector. It is both irresponsible and uneconomical to run a country’s finances like this. We are all working and paying taxes to fund our own posts leaving nothing to invest in health, education and infrastructure.
    Instead of throwing the toys out of the pram, having a tantrum and crying we won’t we won’t we won’t, I would have more respect for the Wrexham Councillors if they were taking a lead in helping Wales to become an economic success.
    If they came to the table with intelligent and rational ideas of combining back office roles, or in encouraging current teams to think about setting up arms length companies to offer such services as HR, Payroll, Accountancy and Internal Audit, they would show that they were really interested in promoting economic success in Wrexham.
    The stance they are taking suggests they are more afraid of losing their cushy Councillor roles with juicy increments for sitting on committees, than proving to the people of Wrexham that they believe in providing a good local service.

    For the population of Wales 22 councils is far too many. If you compare it to some of the large city councils, where population is similar, they have one head of education, we have 22. There is absolutely no reason why councils can’t be merged and still provide the same level of service. Alternatively, they could easily rationalise the back office posts to ensure that local services get delivered locally. We don’t need 22 payroll, HR or Internal Audit teams. Before anyone starts throwing bricks, I am a back office local government officer, what I am suggesting would put my job at risk. But if we are ever to have a proper economy in Wales we have to stop relying on the Public Sector to supply the majority of jobs. Wales has something like a 75% GDP of public sector, by any economics that is no way to run a country. All of us are working and paying tax just to fund ourselves. That leaves nothing for education, health or development investment.
    i understand that Wrexham Council is worried about going back to the bad old Clywd days when all development investment went to Dee Side, but instead of throwing their toys out of the pram they should grasp the opportunity to bring their concerns and objectives to the table and be part of the group leading change instead of the ones resisting the inevitable.

    Free prescriptions are wrong, as a person who has to take five different drugs a day to stay upright, I never had a problem with paying a fee for them. Generally those who need a lot of meds have help with them, or if like me taking all these drugs enables you to work there was such a thing an annual pre-paid prescription charge which let me pay a set annual charge.
    But this is only part of the real problem. The NHS and the Welfare state that we have today were designed for the 1950s. Especially with the NHS, where there was a rather sweet though naïve thought that everyone would use the NHS and then be healthy. The system was never designed for the size of our population or the medical detection and treatment advancements. Medicine advanced far more in the last 60 years than it had done in the previous 200.
    The whole system needs to be torn up and started afresh. In Ireland a decade ago they introduced a small charge to see the GP, all subsequent visits for the same illness were free. Overnight it stopped the time wasters meaning the GPs could provide a better service. The idea was not to make money, it was not about funding but rather to stop the hard core muppets who abuse the system.

    How we go forward with the NHS and Welfare state is far more important than base party politics. We have to stop treating it like a holy cow which can never be changed. I truly hope that a Christmas miracle could happen and those making the decisions would step away from the self-interest and actually do what is necessary for the Country. And when I say country I mean the UK, the NHS is also to important to be left too the clowns in Cardiff, who have done their best to totally destroy the NHS in Wales.

    just because it’s on Guido’s blog doesn’t make it less true or more acceptable. You won’t find this reported on any left blogs as that would be admitting that employing two people to do one job is wrong. You will also find the lies and misinformation due to the fact that the labour Welsh Govt have chronically mismanaged the NHS. The medical staff struggling to deliver health care have told them, the patients struggling to live with health problems have told them but they continue to speed head long on the path they set due to their lack of honour, humility and honesty to admit they were wrong. What was the First Minister’s response to Dr’s telling him that the NHS was crippled? He said his old flat mates said it was fine.
    It is obvious that the WG is not able to manage a health service, it is time to stop pretending everything is fine. And if I sound angry and bitter, you bet I am, a 52 week wait for the pain clinic is not acceptable.

    It has been revealed that BCUHB spent half a million pounds on employing staff who do not do the job they were employed for, but work as Union reps. The hospital then has to employ another person to cover their duties. Unions should pay for their own reps. There is a 52 week wait for the pain clinic. It took over 8 months for an appointment to see an orthopaedic consultant and public money is wasted like this. Welsh Govt has been an epic fail
