You may as well just give Councillor Jones an open cheque book for the amount of money that is going to be required to keep this project going.
The maximum level of commitment to subsidise is not stated in the report- there is no break-even point as stated on previous comments.
Who in their right mind would push forward with something that will drain funding for ever at a time when they are closing residential homes, an appalling educational standard and social care needing massive investment.
The Leader of the Council should kill this one dead or he and others on the Executive can say goodbye to their positions in 2017 when there are bound to be people who will stand against them in the local elections.

If there is no consultation about the reinvestment of the ‘windfall’ then there should be total boycott of next years so called budget consultations. A consultation is supposed to be two way?
Oh I forgot Wrexham Council only operate unilateral partnerships so that they have 100% control over their own decision making process!!

As the budget cut from WG is aprox half of what was expected are the Council going to carry out all of their reshaping and then reinvest the savings or are all the things they felt could be cut are now going to be saved.
Will the public have any say in how the financial saving can be spent. If they surveyed people about cuts shouldn’t they survey the same people again about reinvestment!

BoBo– Helen Patterson does exist but looking at her latest blog she must be on another planet– I am sure anyone working in the Council at the moment or indeed Council Member would question her view about the Council. Her perception is a million miles away from the feeling in the corridors of the Guildhall with staff moral so low its through the floor.
    Make your own judgement–

Phil – I am sorry to hear about your problem with a relative – it sounds like this should have possibly been part of a step down process or intermediary care discharge both of which are part of your Councils responsibility. It would be worth discussing with your senior Older Peoples Manager (CW) or Head of Social Services (AF). I am sure that if this was a systems failure that you would not want any other family to experience the same problems.

I omitted to include that the potential for the Groves site was not just as a Secondary but a through school to ensure that there was capacity for primary education whilst there is a boom in numbers. As the primary age levels off element of the primary part if the through school would convert to secondary education space.
Reference back to the discussion 2 years ago about making Ysgol Clywedog a through school.
This proposal is being put for the Council to consider on a free basis with no exorbitant consultants fee– I await to see what is on the site in 5 years time!

Phil and other Councillors who follow your mantra I would like to remind you of the Nolan Principles of Public Life on how you and fellow colleagues should carry out your duties. Unfortunately in the current climate in the Council there is little evidence that these are all being abided by.

The Seven Principles of Public Life
    Selflessness
Holders of public office should take decisions solely in terms of the public interest. They should not do so in order to gain financial or other material benefits for themselves, their family, or their friends.

    Integrity
Holders of public office should not place themselves under any financial or other obligation to outside individuals or organisations that might influence them in the performance of their official duties.

    Objectivity
In carrying out public business, including making public appointments, awarding contracts, or recommending individuals for rewards and benefits, holders of public office should make choices on merit.

    Accountability
Holders of public office are accountable for their decisions and actions to the public and must submit themselves to whatever scrutiny is appropriate to their office.

    Openness
Holders of public office should be as open as possible about all the decisions and actions that they take. They should give reasons for their decisions and restrict information only when the wider public interest clearly demands.

    Honesty
Holders of public office have a duty to declare any private interests relating to their public duties and to take steps to resolve any conflicts arising in a way that protects the public interest.

    Leadership
Holders of public office should promote and support these principles by leadership and example.

Which meeting is this going to next week as it is not on the Agenda for the Executive Board?

    The three assessors are-
One whose name is on the application for Arts Council support and currently in the Top five levels of management under review
One who would be expecting a job in the new structure with the Council run or would be TUPE into a Arts Trust
One whose job is under review with a report due to Council soon on ‘Town Centre Management’

This shows the very high level of impartiality!!

The following two Freedom of Information responses from the Council and Wales Arts Council should give a bit more insight into what is going on behind closed doors.
It is clear that the Arts Council HAVE NOT committed any funding beyond a feasibility at this stage. Interestingly the response states that the Council will put in £2 million – this is not VVP funding from WG but their own (or more precisely funding that every reader of this thread living in Wrexham should have a say as ratepayers).
The proposed staffing structure indicted in the Council application to the Arts Council will cost in excess of aprox. £400k — where would that come from from a facility such as an arts exhibition is free to enter. The Arts Council report specifically states that the Council have lost Revenue Status.
