    I think you’re missing the point. Most dogs that are stolen today are either high value pedigrees sold on to unscrupulous dealers or are being used as bait in the training of fighting dogs.

    If a skip lorry, tipper or any other motor vehicle was stopped because part of it’s load had come off, the driver and operator could be prosecuted for “Driving with an unsecured load” and / or “Dangerous Driving”, not littering.

    Plus the Prison Service will have to bear the cost of the transport of the prisoners and their guards to carry-out this “no cost” work.

    I’d be quite happy going for some exercise after finishing work at “silly o’clock” in the morning. Not everyone works “normal” hours these days.
