The root cause still goes back to the day that they abandoned the system where children were examined to calculate what type of Secondary Education most fitted their needs and aptitudes. Because this smacked of elitism, it was completely abandoned. Of course, some more subtle approach could have been taken to try and ensure that children get the best fit education that fits in with their needs, abilities and aspirations.
Typical of the time, where there was a choice between subtle and crude, crude won.
