Arfon JonesParticipantRather than cutting front line services shouldn’t Wrexham Council seek to rationalise duplication within and outside the authority. There are 15 different sources of ‘advice’ to be had from the Council each one with its own supervisory and management structures. The situation externally is worse with about 20 third sector or not for profit organisations delivering advice services most of whom get taxpayers money for sheer duplication.
I wouldn’t like to hazard a guess at the savings here but it would most certainly match the worst excesses of what the current administration is proposing.

wrexviewParticipantA really interesting list, as only pages 94-98 relate to Wrexham, perhaps someone in Wrexham.com could just upload them.Not sure how they arrive at the assumption that information is not available locally online.

wxmParticipantAlthough criticised for making the point several times in these forums … Wrexham should have ONE PLAN.
For example, if joined up thinking resulted in removing duplication, and there are 15 functions or offices involved in coordinating activity … 15 people at average pay of £26,000 is £400,000 per annum that need not be spent?
How many people does a Council employ? If new technologies and reduced administration can be reduced so substantially in other sectors … why not the public sector through simply not replacing posts as people retire.
ONE PLAN, as well as community needs and the overall budget, should consider human resource and the transfer and migration of the teams skill bases.

Arfon JonesParticipantThey have a Council Plan which deals with how they deliver services to the public, what they don’t have is a plan on how to work together internally and rid the place of silos.
They have now employed Consultants to determine how they can slim down the bureaucracy, they get paid an initial fee of say £100,000 and a % of what they save, so if they save £10 million consultants get a million but then we have an extra million pounds to save by cutting services! It is an odd business model to say the least.

RobParticipantI think the job advert did specify performance related pay but also said that cutting services would not count towards it?
Has that changed?

jimbowParticipantThe Report to the Executive Board HF/52/13 dated 12th November 2013 for consultation on Revenue Budget 2014/15.
The proposed savings for STAFF REVIEW some at management level,some at senior management level were.
Environment £220,000
Housing/Public Protection £208,000
Adult Social Care £ 68,000
Lifelong Learning £258,000
Prevention/Social Care £195,000
Community Well Being £230,000
Assets/Economic Dev £233,000
Finance £175,000
Corporate/Customer Services £169,000TOTAL £1,756,000
Given an average salary of £30,000 for these management posts this would be a reduction in staff of around 58 staff.I am sure that more staff savings could be made at senior management level than those that have been proposed.

jimbowParticipantI can not believe that Chief Officers in the Council on salary bands of £75k upwards, are not capable of maximising customer value while minimising waste,simply by creating more value for customers with fewer resources.To put this out to Tender beggars belief.Where is the Chief Executive Officer in allowing this sort of practice to go on?

Discussions in the community, make it very clear that the vast majority of people believe the same. Earnings at this level expect that officials will have measured judgement, and take decisions, and be supported in their work to achieve the goals they have set out.
