Wrexham council car parks

Am I right in assuming that the car park behind Chester street is run by the local council?
It appears that you now have to pay by credit or debit card even if it is just a short visit costing £1.
Not everyone has a credit or debit card,moreover there is number to ring if the machine isn’t working.
There again, not everyone has a mobile phone.
That leads to people circling the town looking for somewhere to park. Have we got so bad in Wrexham that
we no longer can use simple cash machines to park.
