    No outsourcing of litter fines in Walsall, the Council even publicly name offenders !

    People who have been littering the streets of Walsall and refusing to pay their fines have found out the hard way that it can work out to be rather expensive.
    On Thursday 15 June, Wolverhampton Magistrates Court were due to hear 19 cases of people who had not paid their fixed penalty notices. Three of the cases were withdrawn before being heard as the offenders had finally paid up.
    However, sixteen people still hadn’t paid and most will now have to pay a lot more than the original £80 fine. Fifteen of the cases were heard in the absence of the defendants and they now face an increased fine of £220. The remaining defendant entered a guilty plea by post and so the level of the fine was not increased. They will now each have to pay court costs of £162 and a victim surcharge of £30.
    Councillor Chris Jones, Portfolio Holder for Clean and Green said:
    “Make no mistake about it, if you drop litter you may end up with a fixed penalty notice (FPN). And if you don’t pay your FPN, we’ll see you in court and the chances are you’ll end up paying a lot more.”
    “Litter and fly tipping are a blight on our streets and public open spaces. Residents who dispose of their waste responsibly are fed up with those who don’t and look to us to do something about it; that’s precisely what we’re doing.”
    “These litterbugs now have 28 days to pay up and if they don’t the court will consider taking enforcement proceedings to recover this money if it is not paid within this period.”

    I am not ebndoring the Chief Executuve but don’t forget the CE is supposed to deliver what our Elected Council Members have decided.
    I appreciate the information the Members make their decisions on are provided by the Management Team that the CE has overall control over – so critism needs to go further down the tree and not just the top at Officer and Executive levels.
    Lets hope that some really dynamic person is brought in from outside as there does not seem to be anyone with the right calibre below the CE at the moment.

    May as well just hire a trained chimp then because no level of competency is ever going to make up for the piss poor decision making of Wrexham’s finest decision making clowns. The only time they are not a danger to the general public is when Mark Pritchard finds a pet project to get angry about like the Groves site & puts all his resources into that and completely ignores the rest of the town entirely, leaving things to get on with themselves. Can Walsall not also poach the Exec Board as well? Quite happy to see some new by-elections without them standing.

    But Joan HOG told us you don’t have to pay litter fines. You make them prove you contracted with them. I’m confused now.

    The position for Chief Executive could well be the way back in for Bob Dutton who lost his seat and Executive Board position at the last election.
