    The new policy is based around the ethos of the Council’s ICT & Digital Strategy 2017 – 2020, which talks about public engagement, ‘open data’ and transparency “….enabling others to share and use that data and increasing transparency of the Council by allowing stakeholders to understand the reasons for the decisions we take.

    So has does this work if most of the decision making is made before meetings with little or no discussion during the webcast meeting?
