    Could they look at employing more front line officers. The budget is £140m, and they say in service functions that 80% goes on people. If the average salary was £40,000, that would be 2,800 officers or staff.

    but what is the average salary? If you go down the route of guesstimating the wage, you run the risk of guesstimating the manpower and suddenly people will accept it as being a given. Which is only good for the politicians as people will be happy to accept guesses rather than transparency & actual facts and thus politicians can get away with misleading the public.

    can anyone compare what is written in that report to what he said in his manifesto? Beyond me. Which of course was the aim.
