An FOI request perhaps?
I would guess the land remains owned by the council, and would be leased to the solar company as well as the farmer for grazing.
I support the principle of these Solar Farms and as the Council have other plots — what would be the potential for all their fields to be converted and what impact would it have on having funding to reinvest int Council services.

Personally think this will be positive for the Wrexham area on a number of levels and I would be quite happy to see a few more of these things popping up around these parts.
