    The Chief Economic Development Officer submitted a report (CEDO/44/98) informing Members of progress on the following operational matters:

    • Hotel Development in Wrexham
    • Gresford Ski Slope
    • North Wales Economic Forum
    • CELTEC Advisory Board
    • Mail Services in North Wales
    • Current Enquiries
    • Unemployment
    • Town Centre Forum
    • Wrexham Association Football Club
    • Lambpit Street/Queen Street/Rhosddu Road/Argyle Street Environmental Improvement Scheme
    • Island Green
    • Townscape Heritage Initiative

    The Director of Development Services gave a verbal report upon matters discussed by the North Wales Economic Forum at its Meeting held on 30 April 1998. Members’ attention was drawn to a letter received from The Forum requesting that this Authority contact the two local Members of Parliament regarding the strategic importance of the High Speed TENS designation for the North Wales coast main line and request that they make appropriate representations to the Secretary of State for Wales.
    Members welcomed the Townscape Heritage Initiative and suggested that this might be extended to College Street.
    RESOLVED –
    (i) That the report be noted.
    (ii) That the Chair and the Chief Economic Development Officer be nominated to represent the Council on the Institute of Health Studies.
    (iii) That the Council continue to provide rent free accommodation for the Institute of Health Studies administration at the Wrexham Technology Park.
    (iv) That the Chief Economic Development Officer and the Chief Planning Officer, in consultation with the Chairs of the Economic Development Committee and the Planning Committee be authorised to prepare and submit a bid to the Heritage Lottery Fund as outlined in report CEDO/44/98.
    (v) That representations be made to the two local Members of Parliament regarding the High Speed TENS designation for the North Wales Coast Main Line.

    These are not “accusations”, this is raising an issue. It is obvious through the one document alone that community investment has been put into this item. The community focus, whether just the Council, or other parties including the WDA and/or Welsh Government, have invested time, which is money, and community focus in this subject. The road into Wrexham Industrial Estate is an enormous investment which works by opening up the Estates economic capacity, an excellent investment; Eagles Meadow is a pretty standard acceptable development; but it has displaced trade from one part of town to the other, and overall, the town is in heavy decline, displacement is central to the problem.

    The Brymbo Enterprise Centre is an interesting case, it received £3.4 million in Urban II European funding but had to be bailed out by a loan from Wrexham more recently. It was meant to be a training centre amongst other things to get people the skills to get back to work. My question would be wouldn’t the money have been better spent on the link road to enable the construction of the ’employment’ area of the steelworks site. Maybe once that was done some of the money could have renovated one of the old steelworks buildings into a similar centre.

    People in the area particularly in Tanyfron have no idea what the centre actually does and therefore nobody attends it for its stated purpose. At the moment it just appears a glorified gym and conference centre.

    The leads are there, do the FOI’s if you wish. Ask the rest of Wrexham how long “we” debated the Ski Slope . . .the Dailt Post by coincidence today has reported the failings of “Super School Clwedog” . That hasn’t happened overnight, see Alunh’s posts. The decline will have been for years. Wrexham needs to face the reality of decline, the fact it’s been stoked for a long time, and how to reverse it.

    So can we just delist the ski slope accusations and you admit you were just trying to mislead in order to promote your political agenda?

    If you can’t back up claims yourself, dont say them. You’ve done it on a number of occasions now.

    I was told at the weekend that the Glasshouse in Cefn Mawr is now currently locked up and not being used for anything. Was that paid for by WCBC or the THI?

    Someone mentioned transport before, I wouldn’t heap praise on them just yet:

    The Bloor Homes development in Gatewen included demolishing the old railway bridge and filling in the cutting. Seemed an awful lot of money to spend just so somebody doesn’t have to maintain a bridge.

    Now that Wrexham and Shropshire have stopped running trains from Wrexham, do any other companies use the ‘depot’ platforms that were rebuilt? I can’t remember whether WAG paid for it or if W&S did.

    One of the classic near run things was the proposed Wrexham Theatre that would have been built on the Yale College site. An ‘offer’ was made by the Welsh Assembly to provide a major capital contribution for the building of this Theatre and the Council would have had to supplement this as well as service the ongoing costs. The project was promoted as potentially a major artist and cultural centre to put Wrexham on the venue map.

    So far, so good. I have long thought that a Theatre in Wrexham would provide a major cultural focus for the area.

    Then came the breakdown

    This was projected to be a 400 seat capacity Theatre. Oops. Given that Llandudno was 1500 seats and Rhyl is 1000 and William Aston Hall was already 900+, it was obvious that such a concept was always going to be a damp squid and incapable of attracting anyone that would be considered of star quality. Despite the input of any number of rational people who actually deployed the mathematical realities of a 400 seat Theatre, this concept almost crawled over the line to fruition. The Town/Borough escaped by a whisker on this one. This would have been one of the biggest cash drain ever
