Quite correct. The three incentives were proximity to Debenhams (and other major players), Car Parking (where they had none in the town) and some sort of negotiated deal with the Development agents (which is standard for all businesses but obviously easier for those with clout).
Where Wrexham fare badly in comparison to (say) Boston USA is that the latter are committed to green space development when land rees up. Their reasoning is that green space can be enjoyed forever, for free, by all of the community and that Budgetary shortfalls should be made up by some other approach
