Why should the police have to pay for this service. Surely it makes sense that the people who profit most from the nighttime economy pick up the tab. I.e. The clubs and alcohol sellers. Pubs suffer when cheap alcohol is sold through licensed traders, so License fee should be more expensive, and Pubs and clubs must pay for the service which are needed as a result of their sales.
