The lead article about the call to measure the effectiveness of the Executive and then broadened out to other Councils must surely start at their own Ward level. An easy initial assessment is to go through the Council Members annual report that they are ‘expected’ to produce on their representation – at a quick glance on the Council site less than 50% do a report.
Are they not doing reports because they are to busy or are they not doing anything to report on. Instead of this being expected of them they should all have to complete what should be a straightforward exercise. If they don’t there should be financial sanctions as it shows they cant evidence or justify why they draw down other Council Member wages. If an Executive Board Member can do a report surely all others without the added burden can as well.
Is there one Executive Board Member who has not presented a single report since being on the Executive from the last election May 2017- I stand to be corrected if the lady Councillor concerned has fronted a report! The portfolio is the largest service area -Social Care yet the reporting back through specific reports on Children’s or Adult Services is almost non-existent. Are things that good there is no need to highlight problems or is it that there are so many problems not presenting reports keeps the discussion off the table!
