    This was a project,initially projected to open in 2012, the five year planning permission would expire unless an extension is approved by the planning committee. The land to be utilised belongs to the Council in an area where land values have risen significantly. The original planning application was paid for by the Frank Wingett Cancer Relief fund and cost in the region of £240,000. Therefore I was surprised to read in the article that only 10% of any profits from the scheme will go to cancer research. Perhaps this can be clarified.

    From what I remember, this project also asked for public help and people were asked to donate money towards it in return for having a name engraved on a plaque/brick/something similar.

    As it was so long ago, I can’t remember the full details, but maybe someone else does.

    I also donated a few pounds, maybe other people did too? Where has this money gone?

    I had to look way back to find the application for the extension – it was submitted back in March.
    Condition 14 of the original consent suggests that the promoters will have to design and pay for any required improvements to the Halton Roundabout – maybe that’s one of the causes for the delay?

    A quick,look,at the Charity Commisioners site shows the Dragon Project costs to The Frank Wingett Cancer Relief Fund was over £378,000 in 2013 and £410,000 in 2014 there are no more recent figures. The accounts don’t identify any income from the project. Not sure what those costs cover but the original planning application pre dates those years.

    Wrexview – please clarify what Charity number you have looked up — 511057 – FRANK WINGETT CANCER RELIEF FUND COMMITTEE only shows an income of £46k and Expendture of £41k in 2014 and are overdue for their latest return. Do they have another registration as well.

    Same reference number , scroll down to page 8 of 2014 accounts, gives the two figures. Perhaps someone could either post a link or a screen shot ?

    Thanks for the link- lots of questions are rased from the level of investment from the charity into the project and the level of creditors that are shown but it does not state who owes over £227k? Very strange so much charitable funding has been expended on the project up front unless they have actually bought a plot of land already. Also there should be an explanation issued as to why the accounts have not been filed at a time when they are still seeking funding – question mark over the governance,

    “In this Council planning document of January 2011, the P/2010/0568 which is effectively recommended for extension tomorrow, it is stated: “The ‘Welsh Dragon’ proposal is submitted in connection with the charity – Frank Wingett Cancer Appeal – based in North East Wales. A new company – The Dragon Experience Limited (DE), will be formed.

    “The site is owned by Wrexham County Borough Council and subject to Executive Board approval it is proposed that the Frank Wingett Cancer Appeal Fund (FWCA) is granted a ground lease for a term of 125 years with an option to purchase the freehold exercisable only following completion of the development.

    “FWCA will grant a licence to DE to implement the proposed development and operate the business. In return for the use of the site, DE will donate 25% of the Tower admission income to FWCA. ””

    So the ground lease is with the Frank Wingett Cancer Relief Charity and the Council , the Charity would sublease land to a new company The Dragon Experience ……..according to Companies house that company was dissolved /struck off in February 2012. Where does that leave the lease ?

    We will have to look at the Planning Meeting Webcast tomorrow to see if our Councillors care enough to ask all the pertinent questions and see what answers emerge!

    It looks like Dragon Experience was a private company with only two Directors Simon Wingett and a Peter Anthony VALAITIS- who is associated with no less than 18711 different companies so is probably some form of Company registration agent. Nothing is wring with this tyoe of role but means the Charity dont have cointrolling interest evern thoiugh they are putting very large amounts of funding into the Dragon project.

    I wonder if Wrexham Council/ Members have actually undertaken any due diligence as to who they are proposing to give a 125 year lease- why are they proposing a separate company and not a trading arm of the Charity. Were is the neutral Trustees between the charity and commercial operation.to ensure all transactions are in the interests of the charity.

    Do members of the public buying from the Charity Shops realise that profits currently are going to the Dragon project?
