    Dog was being exercised off lead when it was spooked, as per accepted practice.

    Accepted practice? Where? Dogs should be on a lead at all times in public, other than designated areas. Have you seen the news recently?

    The news i am referring to is kids getting savaged by dogs.

    Sorry cant find any news stories of children getting savaged by dogs whilst they are being exercised. Please enlighten me of the facts.

    Probably not EVER, but all the recent ones that I assume you are referring to, occurred on private property.
    Do I detect some backtracking after making such a sweeping statement without substance?

    No you don’t. You have made the same mistake as the other person by attempting to put words in my mouth.
    getting back on topic, had the dog in this story been on a lead, it would not have run off. That was the point I was trying to make.

    I was also pointing out that dogs are more dangerous when not under control. I thought that people would grasp this fact but obviously you and the other person did not.

    It is antisocial these days it appears, to own a dog. The only time I came across an aggressive dog when having my dog on a lead was an alsation. I dropped my dogs lead immediately to give her a fighting chance & bless her, she ran away, stopped, picked up her lead & carried it herself. Seriously though, dogs need to be able to socialise with other dogs so that they grow up to be non aggressive. If you really think about it, most of the dogs that you hear about that injure children do appear to be owned by relatives.
