Empowerment and Responsibility: Financial Powers to Strengthen Wales

is 191 pages. The Executive Summary starts to list RECOMMENDATIONS on page 9. It seems to suggest Wales should control tax on matters such as business rates and landfill, but not on alcohol and inheritance tax. It states clear cases why Wales could not control VAT or NIC.
At home, you can either control the household budget, or you cannot. This is not going to work, and is most likely going to end taking extra tax off those who we want to encourage to grow the economy and the total tax take.

The only thing that should be raised is a levy on water and energy leaving the country.
no welsh assembly would be stupid enough to raise business rates because they’re currently financing cheap business rates in the south of england already.
no welsh assembly will raise taxes for the individual or business… as it’s a suicide note for them ruling.

Wales is a left leaning nation and that means spend spend spend. If the Welsh Assembly get tax and spend powers they will use them
The Welsh Assembly has a worrying Welsh language agenda which tries subtly to ensure that Welsh is given every advantage in Wales despite its confinement to a minority of the population. Ever since Mrs Thatcher introduced a Welsh Language Act to buy off any Independence agenda, the elites that rule in Cardiff have tried to promote the language even if rides roughshod over the interests of the linguistically disenfranchised. Now whilst this might appear very noble in theory, it is very frustrating for all of those who find a near apartheid system in play where getting jobs is involved. Imagine if the public sector actually converts the informal agenda of offering jobs to Welsh speakers to an actual bar on monoglots

It is very frightening to see how uncertain we are as a nation about how we can effectively govern ourselves to achieve maximum well-being and prosperity.
Some observations on the slides:
1 We in Wales are split in 3 directions about the future of the Assembly.
2 Policing and justice current structures are already balanced and deal effectively with complexities, integration, and national threats.
3 Broadcasting in BBC and S4C are independent, why would Wales want to influence them when the UK as a whole has one of the foremost democratic broadcasting and medias in the world.
4 Energy, demand and supply, is more effectively balanced on a UK basis.
5 Towards the conclusion, it looks at how further powers should be devolved, and how governance and accountability will be delivered. But we do not in Wales have sufficient funds to meet our fundamental needs? How can people be accountable for something they cannot afford?
6 The structure of devolution is a valid topic to debate, but what does this debate cost, and what benefit will this be to Wales? It says that devolution needs to be better communicated to the public, BUT first, the “political class in Wales” should use existing powers to focus on the economy, health and education.
Overall, not good.

Welsh DresserParticipantHow much of the budget would make it’s way to the North of Wales? In comparision to Cardiff I suspect very little.
