Community Service … What , When.

A genuine question, but when and what is the nature of community service work carried out by offenders. The recent sweep up organised by councilor is of course commendable, but I cannot help feeling it’s exactly the type of duty that could, and in my opinion,should, be performed by those given a community service order. Maybe I am missing something, but I am totally unaware of what these offenders do.
