People must not be fooled into thinking that passing the running of Community Centres over to Community Councils will actually be money saving from a council tax payers point of view, all that will happen is the precept set by the Community Council will be higher to cover their increased costs.

It all depends how good the community council clerk is at balancing the books. In Caia Park the clerk has managed to adjust it so that taking on Pentre Gwyn Community Centre, all but one of seven play areas and three school crossing patrols will not increase the precept and seemingly without any apparent detriment to any other services. The only facility they didn’t agree to fund is Kingsley Circle Community Centre, which had high repair costs and is highly likely to close.

Maybe using money from reserves to begin with, must have a cost implication eventually.

In this case it was done without delving into reserves.

Would it be possible for the Council to let these Community Centres to a local entrepreneur? There maybe somebody out there with a vision for making money.

    Great point Jim

The truth is that a whole range of facilities were brought on stream in the 1960’s to 1990’s that served a useful social function in their day. Some of these were never cost effective but the social benefits to the communities outweighed the cash loss. Plas Madoc Leisure Centre might be included here.

It is now 2014. Whilst some of the facilities can be made relevant and even profitable, others cannot without creative thought. Liam has touched on aspects of this. The idea of a public/private partnership could be invaluable to the communities and the same could be applied to the Markets. I would love to have a shot at running the War Memorial Hall on some sort of split basis for example
